UNFCCC Logo Compliance with the Kyoto Protocol means adopting measures that are aimed at mitigating the effects of climate change.

Following the undertakings made after the entry into force of the Protocol, Spain is obliged to contribute to reducing greenhouse-effect gas emissions.

Spanish companies included in the National Emissions Assignation Plan therefore have the responsibility and obligation of ensuring that their emissions are controlled in keeping with the limits established in the applicable legislation. For this purpose, they must demonstrate their compliance of the emission quotas assigned to them in the pertinent National Assignation Plan by having a duly authorised entity such as AENOR verify those emissions.

The Kyoto Protocol establishes a series of flexible mechanisms for helping companies to comply with their emissions obligations. AENOR acts within the framework of these mechanisms, in accordance with the United Nations accreditation criteria.

AENOR is the first Spanish entity accredited by the United Nations for acting as a Designated Operating Entity (DOE) within the Kyoto Protocol Clean Development mechanism.

AENOR offers the following services within the scope of the three mechanisms considered under the Protocol:

1. VALIDATION OF CDM AND JAM* PROJECTS

This evaluation is necessary to verify that the project meets the requirements of the Clean Development Mechanism or those of the Joint Application mechanism, for subsequent registration.

2. VERIFICATION AND CERTIFICATION OF CDM AND JAM* ACTIVITIES

Regular inspection and determination of emission reductions produced as a result of a previously validated, registered project activity.

Emissions reductions in project activities forming part of the Clean Development Mechanism.
Emissions reductions in project activities forming part of Joint Application Mechanisms.

Certification that the project activity has succeeded in stabilising the greenhouse-effect gas emissions that were previously detected during a certain period of time.

3. VERIFICATION OF EMISSIONS

Verification of the declarations of emissions in facilities affected by the National Emissions Rights Assignation Plan for the period 2005-2007.
